Preheat oven to 350 degrees.

Beat first 5 ingredients in a bowl using an electric mixer until well combined.

Use 1/2 tsp dough and roll into a dome shape.

Bake about 10 minutes or until golden brown, turning baking sheet halfway through baking.

While cookies are cooling, microwave 1/4 cup mini chips in glass bowl on high, stirring every 10 seconds.

Dip the bottom of each chocolate kiss in melted chocolate and attach to flat side of cookie.

Using a toothpick, attach one mini chip to the top of each cookie for a stem.
